The UK's future as a technology leader appears at odds with its environmental commitments. While the Department of Science, Innovation and Technology (DSIT) predicts that AI datacentres will require 6GW of electricity by 2030, the Department of Energy Security and Net Zero (DESNZ) estimates a mere fraction of that—less than 1GW. This misalignment reveals deeper governance gaps regarding the nation's climate strategy.

The divergence between DSIT and DESNZ illustrates a critical conflict in the British government's approach to balancing AI infrastructure needs with climate goals. DSIT's ambitious plan is part of a broader UK compute roadmap aiming for substantial investment in AI datacentres, yet the agency’s energy demand predictions have faced scrutiny.
Tim Squirrell, head of strategy at the NGO Foxglove, expressed concern, stating: "The government’s cluelessness over the environmental impact of datacentres would be laughable if it weren’t so alarming." Cecilia Rikap, a researcher at University College London, added, "Either DESNZ and DSIT are incompetent, or there’s some kind of magical thinking about AI and big tech."
How are overall emissions being impacted?
In response to inquiries, DSIT recently revised its carbon emissions estimates concerning AI datacentres. Previously, the forecasts ranged from 0.025 to 0.142 million tonnes of CO₂ equivalent, which amounted to less than 0.05% of Britain's projected emissions. However, after scrutiny, DSIT now estimates that the cumulative emissions over a decade may total between 34 and 123 million tonnes of CO₂, making up 0.9% to 3.4% of the UK’s emissions during that period.
Furthermore, a spokesperson for DESNZ assured that datacentre emissions are included in its carbon modelling footprint, referencing Carbon Budget 7, which will be released this summer. Despite this assurance, the prevailing statistics emphasize a significant gap in understanding the consequences of expanding AI infrastructure within the existing carbon budgeting framework.
What's the plan for future energy provision?
The UK’s roadmap emphasizes the need to develop multiple AI growth zones throughout the country, expecting each one to draw an estimated 500MW of power. Given that DESNZ's earlier projections for the entire commercial services sector indicated an energy usage increase of only 528MW by 2030, the inconsistency raises questions regarding the practicality of these growth ambitions.
