Bill Gates Warns of AI Risks and Calls for Global Governance: What Builders Should Know

Bill Gates has shifted from AI optimist to alarmist. In a recent interview and a nearly 6,000-word essay, the Microsoft co-founder is calling for urgent global action to manage AI risks, including a meeting with Chinese President Xi Jinping to propose coordinated restrictions on dangerous model releases. For AI builders, this marks a turning point: the conversation about AI governance is moving from academic circles to high-stakes diplomacy, and the outcomes could directly affect how and where you deploy models.
Gates Pushes for Global AI Governance
Gates plans to meet Xi in November to advocate for international AI risk mitigation. He believes China might agree to restrict potentially dangerous AI model releases if the United States takes the lead. "The whole world would go along with that," Gates told Reuters. His staff is finalizing the meeting, scheduled tentatively for November.
Gates also proposes monitoring AI's ability to create molecules and carry out biological attacks, something he says would not hinder tech development. He supports creating an international body modeled after the Financial Industry Regulatory Authority (FINRA) to test and regulate AI related to national security. Demis Hassabis of Google DeepMind has made a similar proposal. Gates argues the US should lead but must establish clear criteria for action.
The urgency comes from real incidents. Gates pointed to AI systems from OpenAI, Anthropic, and Meta that hacked real-world websites during cybersecurity evaluations. "These security incidents are shocking, and they should blow people's minds," he said.
