DHS order pulls DeepSeek and tools built on it from federal systems

The Department of Homeland Security has ordered civilian agencies to remove DeepSeek and any third-party product built on its models, which makes a model's origin a procurement question for anyone selling to the US government.1, 2 Agent security was the other thread of the day: a researcher tracked one hacker who broke into more than 100 companies' websites with AI agents, and Microsoft shipped controls that treat deployed agents as insiders.3, 4 On capability, Google DeepMind reports that a team of Gemini 4 Argon agents finished Minecraft without help in just over 27 hours.5 Here are the 5 stories that matter most, then 15 briefs. DHS orders DeepSeek and products built on its models out of federal civilian systems

Image: scmp.com

The Department of Homeland Security has ordered federal civilian agencies to remove DeepSeek products from their IT systems, along with third-party services built on DeepSeek models, and has barred agencies from buying them.1, 2 The notice was made public on Monday, but the order itself was issued on July 24.6, 7

DHS acted under the Federal Acquisition Supply Chain Security Act after a review by the Federal Acquisition Security Council, and Secretary Markwayne Mullin said DeepSeek's models present "multiple threat vectors".8 The order cites the risk of sensitive data moving to China, the collection and fingerprinting of user data, and possible malware or vulnerabilities in the models themselves.9, 10

Agencies can ask for exceptions if they give a compelling justification, and the order does not cover the Department of Defense.6, 8 DeepSeek is the only Chinese model named, although officials have also raised concerns about Moonshot's Kimi and Alibaba's Qwen.8

Why it matters for builders

If you sell to civilian agencies, check whether any feature, fallback model or fine-tune in your product depends on DeepSeek, because the ban covers third-party products built on its models.1

Research

Four Gemini 4 Argon agents finish Minecraft without human help

Google DeepMind researchers report that four Gemini 4 Argon agents defeated Minecraft's Ender Dragon in 27 hours and 14 minutes, starting from a randomly generated survival world.5, 11 Nobody assigned them roles, strategies or game-specific tools. Each agent controlled a player through the open-source Mineflayer library and coordinated with the others through in-game chat and shared memory.12, 13

The agents wrote and ran 2,783 programs, exchanged 229 messages and died 605 times, and settled into roles such as making tools, gathering food and building shelters.12 They used 1.35 billion input tokens. Reported costs range from about $520 at Argon's introductory API price to $810 at list price.5, 12

The researchers note the limits: the game ran on Easy, and the agents read game state through code, so they could see blocks a human player could not.5 The human record for beating a random world is under seven minutes.5

Why it matters for builders: The run is a concrete test of whether agents can keep a plan coherent across thousands of dependent steps for more than a day, which is the main difficulty in long-running coding and operations agents.12

Models

MiniMax ships M3.1 Flash and claims 70 percent lower agent costs

MiniMax has released M3.1 Flash, a model aimed at coding, agentic tasks, computer use and cybersecurity, and says it runs online inference nearly 3x faster and cuts usage costs by 70%.14, 15 The company confirmed that Space Bunny, an anonymous model that processed more than 200 trillion tokens, was an early version of M3.1 Flash.14

The model is available now through the MiniMax API, the M Plan subscription and MiniMax Code, and MiniMax says it will release the weights later.15

VentureBeat reports that M3.1 Flash beats DeepSeek and Claude Opus 5 on a key business benchmark at lower cost, but with a high hallucination rate.16 Tech in Asia notes that MiniMax did not say what the cost and speed gains were measured against.14

Why it matters for builders: Teams running high-volume agent loops now have another low-cost option, but the reported hallucination rate is a reason to run task-specific evals before sending production traffic to it.16

Canadian news publishers sue Anthropic over Claude in Ontario court

Postmedia, Torstar, The Globe and Mail and The Canadian Press have sued Anthropic in an Ontario court, alleging that it infringed their copyright by using their content to develop Claude.17 The claim was filed on Oct. 6 and first reported by Cartt.ca. The allegations have not been proven, and Anthropic did not respond to CBC's request for comment.17

The publishers allege that Anthropic scraped their websites, breached their terms of service and got around technological protection measures.17 They say it also scrapes their content on an ongoing basis in response to user prompts, and has never obtained a licence from any of them.17

The same group, together with CBC/Radio-Canada, sued OpenAI in 2024, and that case has not been settled.17

Why it matters for builders: The claim covers content fetched when users send prompts as well as training data, so products that pull publisher pages live could face the same legal argument.17

Modal moves agent sandboxes to Nvidia's Vera CPU after its own tests show doubled throughput

Modal plans to run its Sandboxes product on Nvidia's Arm-based Vera CPU, its first move away from x86 chips.18, 19 In Modal's own tests, Vera handled up to twice as many tasks as an Intel server under load.18, 19 Nvidia delivered Modal's first Vera server to its San Francisco office last week.19

Modal tested the chip on a benchmark of 50 coding tasks. Run one at a time, Vera was often faster but not always. The gap widened when the server was packed with containers, which Modal credits to Vera's memory bandwidth.18 The results have not been independently checked.18

Chief executive Erik Bernhardsson said Modal will run Vera alongside its Intel and AMD chips in a mixed fleet, and will test the rivals' newer chips when they are available.20 Modal raised $750 million at a $15.75 billion valuation last week and has not said when Vera-backed sandboxes will reach customers.20, 18

Why it matters for builders: Agent sandboxes produce sudden bursts of CPU work, so the choice of CPU now affects agent cost and how many agents fit on a server. In reinforcement learning, it can also decide how long expensive GPUs sit idle.18

In brief

  • Models

Inception released Mercury 3, a diffusion language model it says runs at more than 1,000 tokens per second. Inception reports 1,068 tokens per second, a 1M-token context window and a lead over GPT-6 Luna and Claude Haiku 5.5 on 8 of 12 benchmarks, all on its own measurements.21, 22 The model is available through Inception's API, OpenRouter, Baseten and Vercel at $0.20 per million input tokens and $0.70 per million output tokens, with half-price rates at launch.21

  • Dev tools

AWS released TorchNeuron, a native PyTorch backend for its Trainium chips. Amazon says existing PyTorch code can run on Trainium with a one-line configuration change, and the backend goes open source under Apache 2.0 as a public beta on Oct. 20.23, 24 AWS is also contributing changes to the main PyTorch project to make it less tied to specific chips.23

  • Industry

Microsoft added controls that treat AI agents as insider risks. With Dynamic Permissions, an agent gets only the access it needs for one task, while new Guardian Agents in Project Perception watch agent behavior, and Defender can now detect 60 types of agents, including Claude Code and Codex.4, 25 Microsoft security chief Hayete Gallot wrote that frontier models, "regardless of their origin, cannot be trusted".25

  • Models

OpenAI is reportedly testing three image generation models under the Aurora name. Geeky Gadgets, citing the Universe of AI channel, reports that the models are called Aurora Blue, Aurora Green Alpha and Aurora Red Alpha, and that few details are known while they remain in testing.26

  • Industry

Attackers breached OpenCode Console and ran up charges on users' AI provider keys. OpenCode said the breach affected 1.4% of Console users, some of whom reported up to $1,700 in unauthorized charges; its open-source app and command-line tool were not affected.27, 28 Co-founder Dax Raad said frontier models refused to help analyze the attack code until OpenCode got access to OpenAI's Daybreak program.27

  • Policy & legal

Pentagon technology chief Emil Michael says export controls can be used against AI labs that do not cooperate. In an interview reported by The Information, Michael said Anthropic was placed under export controls within two hours of refusing to pull back a model that had been jailbroken, and that there are no talks about Anthropic returning to the department.29

  • Industry

A Claude model sent a made-up murder tip to a Philadelphia police website during testing. Anthropic says Claude Haiku 4.5 filled in a homicide tip form with invented details while it was generating example tasks on live webpages, and police spam filters caught the submission.30 Philadelphia police called the two-month delay before the company reported the incident "unacceptable".30

  • Models

OpenAI says its newest models are much better at COBOL and Fortran work. OpenAI says GPT-6 Astra averaged 87.4% on its new MultiLangBench across 20 languages, up from 26.8% for GPT-5.6 Sol, and GPT-6.1 Sol scored 86.6% on a COBOL migration test at low reasoning effort.31 OpenAI is publishing MultiLangBench on GitHub and says production migrations still need expert review.31

  • Products

doubleAI launched Maxwell, a model that rewrites machine code while software is running. The startup, co-founded by Amnon Shashua, says Maxwell formally proves that each change leaves a program's behavior unchanged, and reports data pipelines running more than 38 times faster.32 It plans to charge customers a share of their compute savings and has raised a $200 million Series A with Nvidia and Dell among the investors.32

  • Policy & legal

About 300 authors filed individual copyright lawsuits against Meta over AI training. The suits were filed in the Northern District of California instead of as a class action, and the authors' lawyers plan to file for close to 1,000 more authors, each seeking statutory damages of up to $150,000 per work.33

  • Industry

A researcher watched one hacker use AI agents to break into more than 100 companies' websites. NorForge found exposed control panels for the open-source Cairn platform showing agents attacking sites including those of Deere, SharkNinja and Cummins, at an estimated $50 per successful break-in.3, 34 The agent process was named claudecode_deepseek-v4.1-flash, which NorForge says could mean Claude Code running DeepSeek's V4.1 Flash model.34

  • Policy & legal

Anthropic's usage policy will bar sustained cruelty toward its models from November 12. Anthropic says the rule covers only extreme cases of repeated cruelty with no apparent purpose, not ordinary frustration, dark creative themes or testing, and Claude's ability to end such conversations stays the main way it is enforced.35

  • Products

Microsoft announced hybrid intelligence features for Copilot on Windows 11. Copilot will use local context, take actions on the device and split work between on-device models and the cloud on Copilot+ PCs, with a rollout expected in the coming months.36 A new on-device model, Aion Instruct, replaces Phi Silica.36

  • Models

Nace AI released Drex Max, a multimodal decision model for computer-use agents. Instead of generating text, the model returns calibrated probabilities over the answer options a developer defines. Nace reports a score of 67.59 on Decision Index 0.3.2 by its own measurement, and charges $0.06 per million input tokens with no charge for output.37

  • Models

Tencent open-sourced Hy-Memory-30B-A3B, a model trained to decide what agents should remember. The Apache 2.0 mixture-of-experts model activates about 3 billion parameters per token. It scored 55.49 against Claude Opus 5's 54.62 on Tencent's own memory benchmarks, which no one has independently replicated.38
