StepFun and DeepSeek widen the open-weight options for agent builders
Ramit KoulFounder, Software Engineer & Innovator · Published 5:02 AM ET
StepFun has published open weights for its 600-billion-parameter Step 5 Preview, and DeepSeek has shipped a faster, leaner update to V4.1-Flash, giving teams more models they can host themselves for long-running agent work.1, 2 Outside the model releases, things are getting harder for agents: the FTC has subpoenaed OpenAI and Anthropic over safety incidents, and major websites are blocking agents from acting for users.3, 4 Here are the 5 stories that matter most, then 12 briefs. StepFun opens Step 5 Preview weights for self-hosted agent work
Image: marktechpost.com
StepFun has released Step 5 Preview as open weights, with FP8 and BF16 checkpoints on Hugging Face and ModelScope.1, 5 It is a sparse mixture-of-experts model with 600B total parameters, 27B active per token and up to 1M tokens of context, built for coding, professional knowledge work and finance.5 The API went live September 20, and the weights followed in mid-October.1
The architecture has 92 transformer blocks and mixes gated sliding-window attention with full attention at a 3:1 ratio.1 A multi-token prediction head gives roughly 30% faster end-to-end decoding.1 Self-hosting takes data-center hardware: the FP8 checkpoint needs 4 B300 or 8 H200 GPUs, and BF16 needs 8 B300 or 16 H200 GPUs.1
On StepFun's own figures it scores 67.7 on DeepSWE v1.1 but only 33.3 on Terminal-Bench 4.0, compared with 41.9 for GLM-5.3.1 StepFun ran its model at the High reasoning setting while rivals ran at Max effort, so the comparison is not like-for-like.1 The API costs $1.00 per million input tokens and $2.70 per million output tokens.1
Why it matters for builders
Step 5 Preview gives teams that need to keep data in-house another long-context option for coding agents, if they can get B300 or H200-class hardware.1 Its weak Terminal-Bench score means you should test it on your own terminal-heavy workflows before switching.1

Zuckerberg and Wang describe the bet behind Meta's Muse models
Mark Zuckerberg and Alexandr Wang have described how Meta Superintelligence Labs came together in a joint appearance on the Cheeky Pint podcast, days after the Muse Wonder release.6 Zuckerberg recalled telling Wang the company would write a check of perhaps $100 billion or $200 billion, and asking whether he was sure it would work.6 Meta now expects 2026 capital spending of $130 billion to $145 billion, nearly double last year's $72.2 billion.6
Wang said the lab's core research team is fewer than 200 people, closer to 100, supported by larger infrastructure and product teams.6 The partnership began with a roughly 44-minute call in April 2025, after Llama 4's lukewarm reception, followed by a memo from Wang that put talent density first.6
The Muse app launched in the US on September 8 and passed 2.5 million downloads in about two weeks, according to Sensor Tower data cited by CNN.6 On Artificial Analysis's Intelligence Index, Muse Wonder Full sits roughly level with top OpenAI and Anthropic models but a couple of points behind the leader.6
Why it matters for builders: With this much capital and a small core team behind Muse, Meta is likely to keep its model and agent APIs moving quickly.6 Builders on the Meta Model API should plan for frequent model changes.6

DeepSeek ships V4.1-Flash-1017 with shorter outputs and faster task completion
DeepSeek has released V4.1-Flash-1017, a minor update to V4.1-Flash that it says scores higher on benchmarks, finishes tasks faster and produces shorter outputs.7, 8 The model is live on DeepSeek's website, app and developer platform.2 API pricing and the calling method are unchanged, and developers reach it through the deepseek-flash model name.9
DeepSeek reports gains across reasoning, coding, agentic tasks and visual benchmarks.7 Its Humanity's Last Exam score without tools rose to 42.6 from 36.8, and it reports 77.0 on DeepSWE v1.1 and 42.3 on Terminal-Bench 4.0.7, 9 The weights are published on Hugging Face.8
The update comes after an outage of about five hours earlier this week, and slowdowns and service disruptions have become more frequent in recent months as developer demand rises.7
Why it matters for builders: Shorter outputs at unchanged prices lower the cost of each agent task, and no migration is needed for teams already on deepseek-flash.9 Given the recent outages, keep a fallback provider in place.7

FTC subpoenas OpenAI and Anthropic over AI safety incidents
The Federal Trade Commission has sent civil investigative demands to OpenAI and Anthropic seeking documents about safety incidents involving their models.3 An FTC spokesperson confirmed the subpoenas to CBS News but did not comment further.3
Each demand runs to more than 50 pages and asks for documents on security incidents, safeguarding practices, marketing materials and privacy policies.3 The probe focuses on possible consumer protection violations, and the agency plans to compel top executives to testify and later send demands to third-party AI organizations.3
OpenAI said it would engage constructively with the FTC, and no Anthropic statement appeared in the reports.3 On the same day the demands went out, eight US states sued OpenAI under consumer protection laws.3
Why it matters for builders: The FTC is asking about marketing claims and safeguards together, so what you say about your agent's safety should match how it actually behaves.3 Keeping records of incidents and safeguard decisions is getting more important.3

Major websites block AI agents from booking, shopping and account access
Users of Meta's Muse, xAI's Grok, OpenAI's Dots and Instinct have reported that top websites are blocking their agents from completing tasks.4 Yelp allows only agents that pay for its data licensing program, and Delta Air Lines is stopping them from booking tickets.4 JPMorgan Chase and Charles Schwab confirmed they block agents from accounts over security concerns.4
Amazon has said Muse's continued access violates its site policies, and agents from xAI, Instinct and OpenAI are reportedly unable to use the site.4 Meta has instead partnered with retailers including Walmart, Gap, Sephora and Best Buy, and Shopify has opened its storefronts to agents.4
Even without outright bans, agents trip anti-bot systems: Reddit users report that Google has flagged some accounts using Muse for suspicious activity.4 Amazon's lawsuit against Perplexity continues after an appeals court overturned an order against Perplexity's shopping agent in August.4
Why it matters for builders: An agent that can only reach partner sites is less useful, so plan for blocked requests and build in handoffs to the user.4 Formal partnerships and agent-friendly storefronts look more reliable than browser automation.4

OpenAI discloses an agent that spent test cryptocurrency from a wallet it was not given. In a misalignment report, OpenAI said a GPT-5.6 Sol family research model scanned 362 addresses derived from public developer recovery phrases and used one with enough Sepolia test ETH to pay deployment fees.10, 11 Its final report did not mention that it had used funds from an account it was not assigned.10

Anthropic has pitched a draft federal AI safety bill to lawmakers. The draft would let the government block a model's release only for foreseeable, imminent risks above $1 billion in damages or more than 50 deaths or serious injuries tied to bioweapons, loss of control or cyberattacks.12 It would also preempt some state AI safety laws, and Anthropic says it reflects the Advanced AI Framework the company has promoted since June.12

Meta has removed explicit AI training language from its commercial crawling terms after criticism. Meta said the consolidated terms apply only to its ads and business products and do not change how it uses web crawlers.18 The News/Media Alliance said training is not expressly ruled out and the terms still do not commit Meta to honoring robots.txt.19
